The Government of Mozambique and the European Union (EU) have strengthened their bilateral cooperation through the signing of a Declaration of Intent for a Strategic Digital Partnership, marking a new chapter in digital transformation and sustainable development efforts. The agreement was signed in Brussels on October 10, 2025, by América Muchanga, Mozambique’s Minister of Communications and Digital Transformation, and Myriam Ferran, Deputy Director General of International Partnerships at the European Commission.
The declaration, part of the Digital Economic Package, acknowledges the vital role of digital transformation in promoting good governance, inclusive growth, and sustainable development. It aims to enhance green transition efforts and advance regional digital integration across Southern Africa, with Mozambique positioned as a key participant. The partnership aligns with the EU’s Global Gateway Strategy, which seeks to build resilient and equitable global partnerships through investment in smart, clean, and secure infrastructure.
The accord reflects Mozambique’s Five-Year Government Program (2025–2029) and national vision to leverage communications and digital transformation as tools for improving citizen services, strengthening businesses, and modernizing state administration. Through this partnership, the Mozambican government seeks to boost connectivity, digital literacy, and innovation ecosystems, ensuring that technology becomes a driver of economic and social progress.
The signing took place on the sidelines of the 2nd Global Gateway Forum, an international gathering convened by the European Commission to foster cooperation among heads of state, financial institutions, and private sector leaders. The 2025 edition, held in Brussels, focused on digital connectivity, green energy, transport corridors, and security as key enablers of sustainable global growth.
At the forum’s opening, European Commission President Ursula von der Leyen highlighted the Global Gateway’s mission to promote fair, long-term partnerships rooted in mutual respect and shared interests. She noted that the initiative aims to mobilize up to €400 billion by 2027 to bridge infrastructure investment gaps and strengthen digital and green networks worldwide.
Minister América Muchanga, leading Mozambique’s delegation, underscored the significance of this partnership in accelerating the country’s digital transformation journey and deepening cooperation with the European Union. The collaboration is expected to advance Mozambique’s integration into regional and global digital ecosystems while supporting its broader goals of innovation, sustainability, and inclusive development.
